to be honest i don't know what it is called but in the pics it looks really pretty. My sister-in-law has that hair style it's so cute! u should go ask 4 someone's opinion in a salon or something. You should try it out, who knows u might really like it!

As far as color you want to color everything below your ears, girls usually go with a dark color, but the cut just layers depending on how long your hair is the more you can get
